As the name indicates, JPEG to PDF is a program that converts a JPEG (JPG) or JPEG2000 (J2K or JP2) image to a PDF document. It also has the advantage that you can download it for free.

JPEG to PDF offers you the option of specifying both the size of the page you want to create, and the position (centred, or in the upper left corner) and the dimensions of the photo within the document. You can also specify if you want to generate just one file, or one for each image.
